Does everyone have 1 FTE capacity?

No, some people do not have exactly 1.00 full-time equivalent (FTE) available capacity. For example a part time employee who works two days a week would have an individual FTE amount of 0.40. It is also possible that a person could have an individual FTE amount above one. For example an employee in another country that has longer standard hours may have an FTE amount of 1.09.
