How can someone be over-allocated?

There are two scenarios a person may end up being over-allocated:

  1. A person may be over-allocated on purpose by a user allocating them to one or more teams by a total amount that is greater than their individual full-time equivalent (FTE) amount.

  2. They might be fully or under-allocated into a team but have a change to their individual FTE amount to a lower value (such as if they changed from full-time to part-time). This would have the effect of causing the person to be over-allocated.
